Purchase Your Firearm Training Manuals
Step 1: Proficiency Training
Cape Town Only
The first step is to complete your firearm proficiency training at a PFTC (South African Professional Firearms Trainers Council) accredited training centre. Your proficiency training must be completed before you can apply for your competency certificate at SAPS.
The proficiency training unit standards are:
- Demonstrate Knowledge of the Firearms Control Act 60 of 2000 (Unit Standard 117705) as well as the relevant theoretical and practical tests.
- Use of a Handgun Unit Standard 119649
- Use of a Shotgun Unit Standard 119652
- Use of a Manual Rifle Unit Standard 119651
- Use of a Self-loading rifle or carbine Unit Standard 119650
You will start with the legal test, offered at a set fee. You will also need to purchase a firearm theory / proficiency manual for your selected licensing module and firearm category. Each additional module is charged separately; however, we also offer combination manuals at a discounted rate.
You can purchase your firearm training manuals from Gun Fun, complete the open book tests at home in your own time, and book your preferred dates to complete the firearm theory (closed book test) and the firearm practical (test shoot) at our indoor shooting range. Your results will then be uploaded to the PFTC and, following the success of your results, you will be issued a Proficiency Training certificate and a PFTC Statement of Results certificate.
Step 2: Competency Certificate
The second step in the firearm licensing process is to get your competency certificate. To get your certificate, you must complete your firearm competency application. Once you have been issued your Proficiency Training Certificate and have received your PFTC Statement of Results, you may then apply at SAPS for your Competency Certificate by completing the 517 APPLICATION FOR A COMPETENCY CERTIFICATE form (Section 9 of the Firearms Control Act, 2000, Act No 60 of 2000).
For applicants who are already in possession of a SAPS Competency for one or more of the proficiency training unit standards and wish to do further unit standards, you will be required to submit a Further Competency SAPS517(a) application for a Further Competency Certificate application to the SAPS.

Step 3: Licensing Application
The third and final step of the firearm license application process is applying for the firearm license, itself. Once you have received your firearm competency certificate from SAPS, you may then apply for your firearm licence with the DFO at the SAPS nearest your place of residence.
However, because gun licence applications in South Africa are firearm details and serial number specific, you will first have to purchase or acquire the firearm(s) you wish to apply for—either from a reputable firearm dealership (visit City Guns), private owner, or estate dealer. Once you have selected your chosen firearm, you will be required to complete the relevant sections of the SAPS271 (Application for Licence to Possess a Firearm) form. Remember to only use a black pen when completing your forms!
Please Note: A detailed motivation letter stating why you need a firearm, as well as all relevant supporting documentation, must be submitted together with the SAPS271 to the DFO situated in the area where you ordinarily reside.
